The Department of Meteorology of the Ministry of Natural Resources is the focal agency on climate change in Uganda. The Government of Uganda is a Party to most international environmental agreements including the UNFCCC, the CBD, CCD and the Montreal Protocol. It is committed to fulfilling its obligations under these international environmental agreements. Pursuant to the fulfilment of its commitments and hence to further the objectives of these agreements Uganda fully supports the objective of the CDM Susac project, and both the Ministry of Natural Resources and the Ministry of Energy will play a key role. The Government is therefore committed to achieving the outputs of this project and will render the necessary support to it.

Uganda has been a leader in the development of the ACP climate change position, and in setting out the UNFCCC. It has actively participated in all major international events, and has supported regional co-operation on climate change. Uganda is a world leader in environmental policy development. It has developed participatory Environmental Action Plans/EAPs for each of the country� s 45 districts from the bottom up, leading to one of the world� s most developed NEAPs passed by Parliament in 1994. It has instituted local level environmental management that emphasises the role of the private and non-governmental sectors.
