The Country Team comprises KanEnergi AS, Naturkraft AS, Statkraft AS and the Norwegian Pollution Control Authority. The Norwegian team has access to previous work on baselines and AVM. With relatively high marginal abatement costs and while on the brink of introducing significant amounts of gas based electricity in its energy system, Norwegian industry is keen to find practical ways to establish JI-projects.
