Kyoto Mechanisms & baselines in Estonia
Estonia's Ministry of the Environment is currently preparing the papers for the ratification of the Kyoto Protocol.
The policy framework for JI is starting to be developed.
The Baltic Sea countries are working together on guidance for climate change projects (BALTREL project)
Guidelines for setting baselines are being developed by the BASE project for Estonian companies
  No Memoranda of Understanding (MOUs) have yet been signed between the Estonian government and other countries.
An Emissions Trading Scheme has yet to be developed and approved by Estonian government.
Industry involvement


Estonian industry including Eesti Energia - the leading state-owned energy utility - has shown interest in the opportunities offered by the Kyoto Flexible Mechanisms.

The conditions for JI have have been improved by legislation that promotes the generation of electricity from renewable energy sources. The Estonian Energy Act guarantees a higher price for electricity from renewables, and obliges the grid to purchase renewable electricity.

Energy consulting companies have been giving practical guidance on investments to a number of companies.

District heating companies are gaining experience in developing baselines through the Stockholm Environmental institute.

Many district heating companies have expressed interest in participating in the BASE pilot projects.

(SEI-Tallinn) an independent international research and developing institute specialising in sustainable development and environmental issues

Faculty of Power Engineering is experienced in Estonian Energy Sector Planning


Eesti Energia AS - the biggest state-owned energy utility - produces up to 97% of Estonian electricity. Serious reconstruction of the basic production units with remarkable GHG reduction is in implementation stage.

EPHA - Estonian Power and Heat Association comprises most of the smaller Power and District Heating Enterprises.
