 Green certificates in Bulgaria
- a summary
Bulgaria is due to join the European Union in 2007, at the same time as Romania.
Renewable electricity currently provides about 22% of the countries annual electricity consumption. It is almost entirely large hydro.
  Under the 1999 Energy Efficiency Act, renewable electricity is currently promoted by a preferential pricing of electricity from renewable generators. As of mid-2003, an amendment to this Act is currently under discussion which will increase the level of the preferential prices.
The amendment also contains provisions for a green certificate system in Bulgaria, based on a purchase obligation placed on power generators. There is no date for the implementation of this scheme, but it is unlikely to be implemented before liberalisation of the electricity sector is completed (2007 at the earliest).
The ASCerT project is providing support for the development of the secondary legislation which will contain the details of the green certificate scheme.
